Just a few moments ago, the networks started reporting that H. Mubarak has resigned from his position as head of the National Democratic Party but not as President of Egypt. In essence, that guarantees he won't be running again and now they are free to nominate a replacement for him in the next elections. This is a meaningful but not significant move.
What will be significant is if this is only a next step in his early resignation as President, prior to the elections. No sign of that yet.
