Which part of the message is the West not understanding? It seems that for Iran, at least, "no means no" -- a principle that some leaders in some of the western states haven't quite grasped yet.
So now what remains is first to accept the reality that sooner or later, if not stopped, Iran will have nuclear arms capability.
Next, the West has to determine what the probability of Iran using such arms against any other power, especially Israel, is.
And if it is anywhere beyond, say 15% (a social science threshold for some significant probability), then the West needs to decide what action to take to reduce that probability.
